Representative Paul Ryan asked for some background on the President’s budget plan from CBO director Doug Elmendorf today at the House Budget Committee. President Obama submitted his budget on February 15th. On April 13th President Obama touted his budget proposal at a speech at George Washington University. He called it a Pathway to Prosperity and spoke of deficit reduction, but he never submitted another proposal since the first one in February. Elmendorf replied to Ryan that they “don’t estimate speeches,” instead they need more substance to work with. It would appear that President Obama has done nothing more than release talking points instead of submitting a real budget proposal. Sort of like voting ‘present.’
